Founded in 2013, 4D Tech Solutions, Inc. is a HUBZone Certified, Service-Disabled Veteran-Owned Small Business located in Fairmont, WV. 4D’s mission is to provide superior results to customers in areas related to technology research and development, project management, test and evaluation, and technology transfer.

4D staff members have extensive experience in developing and delivering hardware, software, electro-mechanical, electronics, and integrated systems solutions to the government and civilian marketplaces. 4D’s disciplined approach ensures we exceed our customer expectations. 4D’s senior staff members have a track record of success in solving real-world problems for a diverse set of customers. These successes stem from a commitment to provide superior products and services. Specifically, the company principals and staff members:

  • Transitioned state-of-the-art microelectromechanical systems (MEMS) mirror-based light detection and ranging (LiDAR) technology from the Army Research Lab, and stood up the company division RedTail LiDAR systems to make the technology available to government and commercial customers.
  • Develop an innovative method to manufacture a disinfectant that is highly effective against the SARS-CoV-2 virus and emerging pathogens; this product will be brought to market in the 4th quarter of 2021.
  • Designed, developed, and manufactured a miniature hydraulic system that has a broad range of fluid power applications, including unmanned ground vehicles.
  • Designed and fabricated the 4D X6 unmanned aerial vehicle (UAV), which received an Air Worthiness Release (AWR) from the Army’s Aviation Engineering Directorate.
  • Provided critical support to the Marine Corps Densified Propellant (DP) Shoulder-launched Multipurpose Assault Weapon (SMAW) development.
  • Manufactured and delivered over 2,400 small robot platforms (BomBots) for Improvised Explosive Device (IED) defeat in Iraq and Afghanistan.
  • Developed unmanned ground vehicle (UGV) and unmanned aerial vehicle (UAV) hardware, software algorithms, and concepts of operation to enhance warfighter effectiveness.
  • Developed real-time, embedded, safety-critical research flight control system for NASA’s Full-Scale Advanced Systems Testbed (FAST).

HUBZone Contracts

HUBZone certification allows 4D Tech Solutions to participate in the following special contract types:

1. A competitive HUBZone set-aside contract can be awarded if the contracting officer has a reasonable expectation that at least two responsible HUBZone small businesses will submit offers and that the resulting contract can be awarded at a fair market price. You can also create set-asides for specific orders within Multiple Award Contracts that were awarded through full and open competition.

2. A sole-source HUBZone contract can be awarded if the contracting officer doesn’t have a reasonable expectation that two or more qualified HUBZone small businesses will submit offers, determines that the qualified HUBZone small business is responsible, and determines that the contract can be awarded at a fair price. The government estimate cannot exceed $7.5 million for manufacturing requirements or $4 million for all other requirements.

3. A full and open competition contract can be awarded with a price evaluation preference for HUBZone small businesses. The offer of a HUBZone small business must be considered lower than the offer of a non-HUBZone/non-small business, provided that the offer of the HUBZone small business is not more than 10 percent higher.

4. A subcontract could be awarded by a large prime contractor. Federal rules require these contractors to include HUBZone contracting goals.

Service-Disabled Veteran-Owned Small Business

4D is proud to be an SBA certified Service-Disabled Veteran-Owned Small Business (SDVOSB). An SDVOSB is a small business that is majority-owned by a service-disabled veteran and includes one or more service-disabled veterans on the management team. The federal government has a goal of awarding at least 3% of all federal contract dollars to service-disabled veteran-owned small businesses each year.

Service-Disabled Veteran-Owned certification allows 4D to participate in special contract types, which include competitive set-aside contracts for SDVOSBs, sole-source contracts up to $4 million ($6.5 million for manufacturing requirements), or subcontracts awarded by large prime contractors to meet their SDVOSB and small-business subcontracting goals.

When contracts are worth less than $150,000, they are automatically set aside for small businesses. If possible, contracting officers can choose to set the contract aside specifically for businesses in socio-economic programs like the disabled veterans’ business program. For set-aside contracts worth $150,000 or more, contracting officers are required to consider socio-economic programs first.
